The continued lack of homes for sale indicates that the overwhelming majority of sellers are not being forced to sell at a discount. Only 3.4% of new listings coming to market are priced below their last sale price. That's up slightly from 2.1% a year ago, but is still just over half the 2019 rate of 5.9%.
Closings on existing homes rose 1.2% last month from September, to a seasonally adjusted annual rate of 4.1 million. October sales would likely have been higher if the government shutdown had not disrupted aspects of the housing market.
A new building safety law mandates that condo buildings over 30 years old pass a structural integrity inspection. It also requires homeowners and condo associations to finance the needed maintenance and repair work. This has led to a significant jump in HOA fees and assessments. Even in buildings without increases yet, many owners are anxious that they're imminent.
